Is there some understanding of the ECONNREFUSED errors

Failed Error: connect ECONNREFUSED 127.0.0.1:3000. code: -2

this is a test server on ARM ubuntu…
Had an issue with licence cert so ended up uninstalling and reinstalling FMS and then reinstalling Otto
Also then restarted to make the SSL stick, which it is reporting as using

Am getting the above error now.
Is there any clues as to what might be causing this?

Check the DATA API is running after a new install…
