I notice there are several RollBack directories int he OttoFMS folder - I assume OttoFMS keeps what it needs when is it safe to purge these numbered folders or just ignore them and let Otto do its thing?

Which OttoFMS folder are we talking about? Do you have a picture of the files or something so I know which ones we’re discussing?

Those rollback… folders are all from the installer. You can delete them all.
