The standard error log you helpfully sent along shows a problem with the following system command.
where fmsadmin
OttoFMS needs the fmsadmin command to do lots of stuff and it it can’t find it. We should improve that error handling. But the underlying problem seems to be that fmsadmin isn’t available on that computer.
Can you run fmsadmin -v on the terminal? Does that correctly return the version of FileMaker Server?
If it does, then try where fmsadmin. Does that return the location of the fmsadmin binary?
If it can’t then there could be a problem with your FileMaker Server installation. Is there anything unusual about how you install FileMaker Servers? Is it on a different disk? If the installation is failry standard then I would reinstall FileMaker Server.
